ATEL is the program created under RI Department of Human Services in 1980's. ATEL is designed to provide equipment to qualified individuals who have hearing and/or speech impairments, or who suffer from neuromuscular damage or disease, to enable them to use the telephone. All individuals must demonstrate appropriate proof of permanent residence in Rhode Island, have a single party telephone line, and a certificiate of disability from an authorized professional to qualify for the program.
The equipment may vary depending on consumers' need such as TTYs, adaptive telephones, air switches, and phone signalers.
